The City Council is <br /> reported to`have''helda ut# c public heanng and passed the Ordinance 2713-03 on September 17, <br /> 2003, which authorized','SM to forward the proposed amendments to Ecology for approval. <br /> The proposed SMP amendments were received by Ecology for state review on October 20, 2003. <br /> The submittal contained a signed ordinance, clearly identifiable amended text, a summary and <br /> explanation of the amendmrents, evidence of compliance with the State Environmental Policy Act <br /> (SEPA), and copies of c mments received during the local government review including names <br /> and addresses. ` t <br /> Notice of the state comment period was distributed to state task force members and interested <br /> parties identified by the City on October 28, 2003, in compliance with the requirements of WAC <br /> 173-26-120.The state comment period began on October 28th and continued through December <br /> 1, 2003. Ecology did not hold a public hearing. Three comments on the proposed amendments <br /> were received, only one of which had negative comments. Deborah Knutson of the Snohomish <br /> County Economic Development Council, and John Shaw of Westview Building LLC each <br /> expressed support for the proposal. Barbara Hardman wrote a letter in opposition to the project. <br />
