ORDINANCE NO. 2781-04 AN ORDINANCE establishing a one-time separation/retirement incentive program for eligible City of Everett employees. WHEREAS, the City Council deems it necessary to provide an incentive for employees to separate or retire from the City, WHEREAS, separations and retirements provide an opportunity to identify positions to reduce the workforce. NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: Section 1: A. The City hereby establishes a one-time separation/retirement incentive program for eligible City of Everett employees by providing COBRA (Consolidated Omnibus Budget Reconciliation Act of 1985) benefits. B. Eligible employees are those employees who as of the effective date of this ordinance are regular full-time or regular part-time employees with at least five (5) years of service with the City of Everett. Section 2: To receive benefits under this program, eligible employees must notify the Human Resources Department, in writing, of their desire to participate in this program no later than August 31, 2004, and must separate or retire from the City no later than September 30, 2004. Section 3: Employees participating in this program who provide notice to the City's Human Resources Department and who separate or retire from the City no later than September 30, 2004 as provided in Section 2, shall receive eighteen (18) months of City paid COBRA benefits for themselves and eligible dependents as long as eligibility requirements under COBRA are met.
