i • <br /> I a7 <br /> Ordinance No. 2785-04 <br /> An Ordinance relating to taxicab number of allowable licenses, Amending <br /> Section 8 of Ordinance No. 2297-98 (EMC 5.68.070). <br /> Whereas,the City Council does find that the Council has enacted for-hire vehicle <br /> regulations to provide that such businesses are adequately regulated to protect the public <br /> health, safety and welfare and to promote safe, reliable and economically viable and <br /> stable taxicab transportation service; and <br /> Whereas,the City Council is concerned that an increase in licensed taxicabs in the City <br /> following a recent rate increase would impact this service to the community; and <br /> Whereas, on June 16, 2004 the City Council enacted an ordinance that increased the <br /> rates and established a 90-day period during which no new applications for taxicab <br /> licenses would be processed or issued to preserve the status quo to allow time to <br /> determine whether a cap should be placed on the number of taxicab licenses issued by the <br /> City and, if so, to research and evaluate the number of taxicab licenses that would best <br /> promote the goals herein stated; and <br /> Whereas, the City Council does conclude that a limitation on the number of allowable <br /> taxicab licenses will further the goals of for-hire vehicle regulations as herein stated and <br /> also allow for sufficient taxicab service to the public; <br /> NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: <br /> Section 1: Section 8 of Ordinance No. 2297-98 (EMC 5.68.070), which reads as follows: <br /> License term—Expiration of licenses and license fees—Limitation. <br /> A. All licenses issued under this chapter shall expire on July 31st of each year. Such <br /> licenses may be renewed by the license holder for the succeeding year by making <br /> application therefor with the city clerk at least ten days prior to the expiration date. <br /> B. The city clerk may by order limit the number of licenses issued under this chapter <br /> when the city clerk determines it is necessary in order to protect the general health, safety <br /> and welfare. <br /> Be and the same is hereby amended to read as follows: <br /> License term — Expiration of licenses and license fees — Maximum number of <br /> taxicab licenses. <br />
