November 26, 2014 <br /> EXECUTIVE SESSION <br /> The City Council recessed at 1:14 p.m. for an executive session and <br /> reconvened at 1:33 p.m. <br /> Council President Moore announced that the executive session would be <br /> extended for an additional 10 minutes. <br /> The City Council recessed again at 1:33 p.m. and reconvened at 1:47 p.m. <br /> Moved by Council Member Gipson, seconded by Council Member <br /> Murphy, to authorize the Mayor to sign an emergency ordinance <br /> repealing interim Ordinance 3347-13 as amended, establishing a <br /> moratorium on future recreational marijuana business use in the city <br /> of Everett. <br /> City Attorney Iles asked for confirmation that the motion would establish <br /> an ordinance that would repeal the existing interim ordinance but would <br /> then instantly place a moratorium making it an emergency and prohibit <br /> further retail recreational marijuana facilities in this community. <br /> President Moore questioned whether the maker of the motion would <br /> consider a friendly amendment to include a moratorium on future <br /> recreational marijuana business use in close proximity to residential and <br /> recreational facilities. <br /> Council Member Gipson and Council Member Murphy accepted this as a <br /> friendly amendment to the main motion. <br /> Mayor Stephanson asked City Attorney Iles to clarify the voting <br /> requirements for an emergency ordinance. <br /> City Attorney Iles stated the emergency ordinance under the Charter <br /> would require a majority vote plus one, which tonight would require five <br /> votes. <br /> Victor Harris, Everett, commented on Washington Initiative 1-502 and <br /> Everett mixed-use development plans. <br /> 336 <br />
