July 11, 2012 <br /> CITIZEN COMMENTS <br /> Annie Lyman, Everett, expressed her severe disappointment that several <br /> council members walked out of last week's council meeting during citizen <br /> comments. She also stated that she appreciated Council President <br /> Gipson's stance regarding a property rights issue on last week's agenda. <br /> Sally John, Mercer Island; Geraldine Helwing, Everett; David W. John, <br /> Mercer Island; Carol White, Everett; Kathleen Grieci, Everett; and James <br /> Deal, Lynnwood all spoke in opposition to the fluoridation of water. <br /> Council President Gipson provided a copy of the City Charter to Mr. Deal <br /> and encouraged him to take the steps necessary to change the vote of <br /> the citizens which resulted in water fluoridation, stating that repeated visits <br /> to council meetings is not the way to effect the change he seeks. <br /> COUNCIL BRIEFING AGENDA <br /> Adopt a resolution amending Resolution No. 6281 establishing City <br /> Council Rules of Procedures for the conduct of council <br /> Presentation by Council President Gipson <br /> President Gipson stated that this item will be held over for two subsequent <br /> briefings. He indicated that council members have received a copy of the <br /> City Attorney's verbiage, and asked that council members review and <br /> comment regarding each section of the draft resolution. Changes and <br /> comments are to be noted to him, and then passed through the City <br /> Attorney for review prior to being brought back before council. The <br /> 4/11/12 draft of the resolution was taken up section by section, and <br /> discussion ensued. The 4/11/12 draft is to be amended in accordance <br /> with the discussion thus far, and re-presented at the next two council <br /> meetings <br /> Annie Lyman, Everett, stated her concern that citizens had no way of <br /> following the issues presented at this briefing due to the lack of <br /> presentation materials. She understood the intent was to help citizens <br /> know what is going on, but this process seems to compound the <br /> confusion. <br /> 178 <br />
