ORDINANCE No. 3125-09 <br /> AN ORDINANCE relating to Parking, Amending Sections 2, 5, 7, 25, 27, 28, 30, 31 <br /> and 32 of Ordinance No. 2180-96 as amended (EMC 46.28.020, 050, 070, 250, <br /> 270, 280, 300, 310 and 320), Section 6 of Ordinance No. 2826-05 (EMC <br /> 46.28.205), and adding a new section to Ordinance No. 2180-96 (Chapter 46.28 <br /> EMC). <br /> WHEREAS, the City Council of the City of Everett recognizes the importance of <br /> parking to the economic vitality of the City; and <br /> WHEREAS, the City Council authorized a Downtown Parking Management Study <br /> (the "Study") to evaluate its parking and management needs, particularly in the <br /> downtown CBD; and <br /> WHEREAS, the Study incorporated extensive public comment and stakeholder <br /> involvement; and <br /> WHEREAS, the Study produced "Guiding Principles" and "Recommended <br /> Downtown Parking Management Strategies" for parking management in the City; <br /> and <br /> WHEREAS, the Recommended Downtown Parking Management Strategies <br /> recommended the Public Services Department, together with the Everett Police <br /> Department and the Everett Municipal Court, update EMC Chapter 46.28-Parking <br /> by, in part: <br /> 1. Redefining "Central Business District" to track the definition provided by <br /> the zoning code; and <br /> 2. Eliminate the 50% and 75% reductions to parking fines for payment within <br /> a certain time frame; and <br /> WHEREAS, the City Council finds that implementing these changes will improve <br /> parking management and the economic vitality of downtown; <br /> NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: <br /> Section 1. Section 2 of Ordinance No. 2180-96, as amended by Section 1 of <br /> Ordinance No. 2691-03, Section 1 of Ordinance No. 2795-04 and Section 1 of <br /> Ordinance No. 2826-05 (EMC 46.28.020), which reads as follows: <br />
