F. "Central business district" means the B-3 zone in the City as defined by the <br /> Everett Zoning Code, Everett Municipal Code Title 19. <br /> G. "Central business district repark emphasis area" means any portion of the <br /> central business district that has either 90 minute or less time limited parking, <br /> or metered parking. Block faces that have unrestricted parking, permit <br /> parking or time limits longer than 90 minutes are not included in the repark <br /> emphasis area. A block face is the street frontage of one City block, from <br /> intersection to intersection, on one side of the street. <br /> H. "City" means the city of Everett, a municipal corporation under the laws of the <br /> state of Washington. This also refers to city of Everett departments including <br /> the Everett municipal court. <br /> "City street" or "street" means every public highway or part thereof located <br /> within the limits of the city, except alleys. <br /> J. "Commercial vehicle" is any vehicle, the principal use of which is the <br /> transportation of commodities, merchandise, produce, freight, animals, or <br /> passengers for hire. <br /> K. "Court" means the Everett municipal court. <br /> L. "Crosswalk" means that portion of the roadway between the intersection area <br /> and a prolongation or connection of the farthest sidewalk line or, in the event <br /> there are no improved sidewalks, then between the intersection area and a <br /> line ten feet therefrom, except as modified by a marked crosswalk. <br /> M. "Curb" or "curb line" means the edge of a roadway, whether marked by <br /> curbing construction or not. <br /> N. "Department" means the Washington State Department of Licensing. <br /> 0. "Employee" means: (1) persons engaged for wages, credit or other <br /> consideration, or as a volunteer, at the time and proximate location of the <br /> violation; (2) an employer exercising employment responsibilities at the time <br /> and proximate location of the violation; or (3) an owner of a business <br /> exercising ownership responsibilities at the time and proximate location of <br /> the violation. <br /> P. "Fire exit" means: <br /> 1. That portion of any street contiguous to and opposite any outside <br /> court, corridor, passage, fire escape, exit or entrance door; or <br />
