1. Notify each utility provider of potential impacts during design to avoid conflicts during <br /> construction. Depending on the provider, a review and design process may be required <br /> for relocating existing facilities. <br /> 2. Developers shall work directly with utility providers to determine service needs and <br /> define installation requirements. <br /> 3. Construction of underground utilities must comply with the City of Everett's "Design and <br /> Construction Standards and Specifications Manual, Section 3.9 Underground Utilities." <br /> 4. Pursue the concept of a utility tunnel with utility providers. <br /> Section 4: PUBLIC SERVICES <br /> A. Fire and Emergency Medical Services <br /> 4.1 Mitigation Measures <br /> As building height and density increases the Department will need to respond with greater <br /> resources—more trucks and personnel than in the past. Currently, the Department monitors <br /> calls and shifts equipment from station to station as necessary. This approach will work in the <br /> short term. In the longer term, the City will be building a new fire station on West Marine View <br /> Drive just north of the downtown planning area in order to better serve Downtown as the <br /> density and intensity of Downtown increases. It is the Department's intent to maintain the <br /> same level of service for response times. <br /> Redevelopment with more high rise buildings in Downtown will change the way the Department <br /> responds to calls. Currently, the Department relies on the High Rise Task Force from Seattle <br /> and mutual aid agreements with neighboring jurisdictions. An increase in Downtown's high <br /> rises may require the Department to become more specialized, with additional training and <br /> equipment. <br /> Other potential mitigation includes: <br /> • Regular training in disaster response <br /> • Regular updates to the City's emergency management plan <br /> • Utilizing options for additional sprinkling of buildings as allowed by the International <br /> Building Code <br /> B. Police and Public Safety <br /> 4.2 Mitigation Measures <br /> As calls from Downtown increase relative to calls from other neighborhoods, another precinct <br /> may be necessary, as well as redrawing the precinct boundaries. The north precinct is located <br /> in Downtown and will continue to serve the area well. The need for jail services provided by <br /> Snohomish County will also increase proportionately with population and job growth downtown <br /> and throughout the city. <br /> 16 <br />
