The combination of regulations applicable to each element of the environment and mitigation <br /> measures identified in the EIS and documented in this Mitigation Document that are applied to <br /> any planned action proposal will adequately mitigate all significant impacts associated with <br /> Planned Action proposals, except those impacts that are identified as"significant unavoidable <br /> adverse impacts." <br /> Provided below for each element of the environment analyzed in the EIS for the Planned Action <br /> area are the mitigation measures identified in the EIS. <br /> Environmental Impacts and Mitigation Measures: <br /> Chapter 3 of the EIS identifies significant impacts, unavoidable adverse impacts and mitigation <br /> measures for potential impacts associated with land use, transportation, public services, energy <br /> and natural resources, air quality, noise, housing, historic and cultural resources, fish and <br /> wildlife, geology, environmental health, water quality, and aesthetics. Please refer to the Draft <br /> and Final SEIS for complete text associated with each element of the environment. The <br /> following is a summary of the mitigation measures applicable to impacts on each element of the <br /> environment identified in the EIS. <br /> Section 1: LAND USE <br /> 1.1 Mitigation Required by Existing Regulations <br /> A. Permitted Uses Included in the Planned Action SEIS <br /> 1. Permitted uses <br /> All uses must be consistent with the B-3 zoning district standards and regulations (Everett <br /> Municipal Code [EMC] Title 19, Chapters 4 [Definitions], 5 [Use tables], 6 [Development <br /> Standards] and 22 [Zone B-3 Regulations]), as well as other applicable regulations.
