Goals, Objectives, and Policies <br /> 4 GOALS, OBJECTIVES, AND POLICIES <br /> The goals, policies, and objectives of the Everett Marshlands Subarea Plan are derived from <br /> the subarea planning process including Subarea Plan Objectives, Guiding Principals, and <br /> Planning Commission recommendations. The goals, policies, and objectives are also based on <br /> concepts found in the City of Everett Comprehensive Plan, Shoreline Management Program, <br /> and SEWIP SO. <br /> Goals express the ultimate aim of the City and citizens for the Marshland Subarea. <br /> Objectives identify measurable steps that move toward achieving long-term goals. Policies <br /> are statements of principles that guide and determine present and future decisions. <br /> 4.1.1 Goals <br /> • Restoration Goal:Restore tidal, wetland, and riparian habitat in the Marshland <br /> Subarea to increase the acreage and functional values of shoreline and to protect and <br /> restore proposed, threatened or endangered species and their habitat. <br /> • Land Use Goal:Allow for a range of low intensity land uses consistent with floodplain <br /> constraints. <br /> • Public Access and Recreation Goal:Increase passive recreation opportunities in the <br /> Marshland Subarea. <br /> • Citizen Involvement and Property Owner Coordination Goal:Coordinate and consult <br /> with Marshland citizens and property owners about land use and restoration choices <br /> and avoid and minimize impacts to property owners as a result of habitat restoration <br /> activities. <br /> • Implementation and Interagency Coordination Goal:Design and phase the restoration <br /> and recreation projects to be consistent with federal, state, county, special district, <br /> and city requirements and to take advantage of funding opportunities. <br /> 4.1.2 Objectives <br /> • Restoration Objective 1:Increase tidal habitat leading to improved rearing and <br /> foraging habitat for salmon smolts. <br /> • Restoration Objective 2:To the extent feasible restore natural hydrologic conditions <br /> and drainage patterns in restoration areas while maintaining flood control and <br /> drainage protection for adjacent private and utility property owners. <br /> Draft Subarea Plan June 2009 <br /> Everett Marshland 51 070346-01 <br />
