property owners may be willing to sell properties to public agencies or other groups that are <br /> pursuing restoration actions. <br /> SECTION 16: Section J of Exhibit 1 to Ordinance 2859-05 Section 3 (Section 3.11 of the <br /> Shoreline Master Program, Exhibit A to Ordinance No. 2600-02, as amended (Section II.K.10 of <br /> Chapter 3 Shoreline Land Use Element of the Comprehensive Plan), which currently reads as <br /> follows: <br /> J. Marshlands <br /> Summary of Restoration Opportunities <br /> 1. Public and Private Properties <br /> a. The Salmon Overlay identifies 2 potential tidal restoration sites in this area(Restoration <br /> Sites 7 and 14). Potential gain of approximately 41,600 IVA acre-points. Both sites are a <br /> mix of private and public properties. Public property owners include the City of Everett, <br /> Snohomish County, and the Marshland Diking District. <br /> Site 7 is located east of the BNSF rail line, and site 14 is located west of the rail line. The <br /> Salmon Overlay estimated that tidal restoration could result in a gain of over 20,800 <br /> IVA-acre-points on each site. <br /> The Salmon Overlay documents that there are technical difficulties on both sites. <br /> Restoration planning must address protection of power lines and other utilities, the BNSF <br /> line, the Lowell Snohomish River Road,the Marshland pump station and associated <br /> drainage. The desires of multiple private and public property owners must also be <br /> addressed. <br /> The central strategy or mechanism for accomplishing restoration is to commence a <br /> restoration planning process. When non-City funding is available, the City will conduct <br /> special area planning for the Marshlands in cooperation with property owners, Ecology, <br /> scientists, interested agencies/organizations, and members of the public. <br /> IS HEREBY AMENDED TO READ AS FOLLOWS: <br /> J. Marshlands <br /> The overall goal for restoration in the Marshland area is restoration of historic tidally influenced <br /> estuary wetland to increase the IVA rating by at least 30,800 IVA acre-points. Additional <br /> restoration opportunities include non-tidal wetland enhancement, connecting hillside tributaries <br /> and Wood Creek into tidally restored areas, and riparian buffer enhancement. <br /> 19 <br />
