WHEREAS,the City formed a Stakeholder Advisory Committee composed of property owners, <br /> utility providers, BNSF Railroad, environmental groups, the Tulalip Tribes, the City, Snohomish <br /> County and state agencies to help guide development of the alternatives to be analyzed in an <br /> environmental impact statement; and <br /> WHEREAS,the City hired Anchor QEA to help develop the alternatives, prepare an <br /> environmental impact statement, and subarea plan; and <br /> WHEREAS,the Stakeholder Committee met six times to develop the alternatives and review <br /> the environmental impact statement and Subarea Plan; and <br /> WHEREAS,the City also held group and individual meetings with property owners to discuss <br /> the project, and met with various interest groups including neighborhood groups, agricultural <br /> interests, and rowing interests; and <br /> WHEREAS,four alternative plans for the Marshland subarea were reviewed under the State <br /> Environmental Policy Act and a Draft Environmental Impact Statement was issued on November <br /> 17, 2008 and a Final Environmental Impact Statement was issued on February 13, 2009; and <br /> WHEREAS,Planning Commission and Board of Park Commissioners held hearings to take <br /> public testimony during scoping for the EIS (March 18, 2008 and July 15, 2008) and to take <br /> public comment on the DEIS (December 2, 2008); and <br /> WHEREAS,the Board of Parks Commissioners had additional discussion on the Subarea Plan <br /> on January 13, 2009 and February 24, 2009 and passed a resolution recommending an alternative <br /> to Planning Commission; and <br /> WHEREAS,the Planning Commission held a public hearing on March 3, 2009 and <br /> recommended that a subarea plan be prepared for an alternative consistent with the Board of <br /> Parks Commissioners recommendation that primarily consisted of Alternative 3, Maximum <br /> Restoration, and which added in the passive recreation areas along Larimer Road shown in <br /> Alternative 2, and removed private properties where property owners no longer desired to be <br /> included in restoration actions; and <br /> WHEREAS, consultants and staff prepared a draft Subarea Plan, presented that to the <br /> Stakeholder Advisory Committee and to the property owners,revised the Plan based on <br /> comments received, and mailed out an April version of the Plan for public review and comment; <br /> and <br /> WHEREAS,based on additional comments from the Stakeholder Committee and property <br /> owners, the Plan was revised and a May 2009 version prepared; and <br /> WHEREAS,Planning Commission held a public hearing on the revised plan on May 19, 2009 <br /> and recommended that City Council adopt the Marshland Subarea Plan; and <br /> 2 <br />
