SECTION 17: Section K of Exhibit 1 to Ordinance 2859-05 Section 3, (Section 3.11 of the <br /> Shoreline Master Program, Exhibit A to Ordinance No. 2600-02, as amended and Section II.K.11 <br /> of Chapter 3 Shoreline Land Use Element of the Comprehensive Plan) shall be amended by the <br /> addition of the following: <br /> 7. Snohomish County's designated Marshland Restoration Site is owned by Snohomish County <br /> Public Works and the Marshland Flood Control District, and includes the area between the <br /> existing set-back dike and the Snohomish River, from the current Everett city limits upstream <br /> approximately two miles to the point where the set-back dike re-joins the dike on the river bank. <br /> The 34-acre site was developed in association with the Lowell-Snohomish River Road and <br /> Marshland Dike Relocation project, and provides compensatory mitigation for this project. The <br /> County has also completed compensatory mitigation for a number of other Public Works projects <br /> at the site, and will continue to use this area for compensatory mitigation projects in the future. <br /> SECTION 18: Areas Designated 9 of Section 4.10 of the Shoreline Master Program, Exhibit A <br /> to Ordinance No. 2600-02, as amended (Section III.K.3.i of Chapter 3 Shoreline Land Use <br /> Element of the Comprehensive Plan), which currently reads as follows: <br /> 9. Portions of the Marshland Site (See Figure 4.20): The Spane wetland mitigation site, <br /> and the 1997 SEWIP AUs numbered 193, 196, 202. <br /> IS HEREBY AMENDED TO READ AS FOLLOWS: <br /> 9. Portions of the Marshland Site (See Figure 4.20): The Spane wetland mitigation site, <br /> the forested wetlands in 1997 SEWIP AUs numbered 193, 196, 202, and the Simpson <br /> Paper Co. landfill surrounded by SEWIP AU 196. <br /> SECTION 19: Section 4.10 of the Shoreline Master Program, Exhibit A to Ordinance No. <br /> 2600-02, as amended, (Section III.K.4.of the Shoreline Land Use Element of the Comprehensive <br /> Plan), is hereby amended by the addition of the following management policy: <br /> 15. Encourage restoration and enhancement of the Urban Conservancy designated areas in <br /> the Marshland consistent with the Marshland Subarea Plan. Encourage environmental <br /> remediation, as appropriate, and restoration of the Simpson Paper Company landfill. <br /> SECTION 20: Section 4 of Ordinance No. 2859-05 (Section 4.15 of the Shoreline Master <br /> Program, Exhibit A to Ordinance No. 2600-02, as amended (Section III.P of Chapter 3 Shoreline <br /> Land Use Element of the Comprehensive Plan),which currently reads as follows: <br /> 4.15 Urban Conservancy Agriculture Interim <br /> Purpose <br /> To provide an interim designation for the Marshlands, a shoreline area that has been identified as <br /> having significant tidal restoration potential and that is characterized by diverse property <br /> ownership, and floodplains/floodways that have been altered by diking, agricultural activities, <br /> 28 <br />
