2. feasibility of tidal restoration considering property ownership; location and design of <br /> infrastructure, including roads,railroads,utilities, and towers; costs, and protection of <br /> adjacent properties; <br /> 3. opportunities for nontidal restoration and enhancement, such as providing habitat <br /> corridors between Woods Creek and the Snohomish River, and planting crops for <br /> wildlife; <br /> 4. opportunities and types of recreational uses that could be appropriate or would not be <br /> appropriate, in parts of the Marshlands area; <br /> 5. consistency with the Shoreline Management Act including Shorelines of Statewide <br /> significance criteria, the comprehensive plan, and other applicable designations; <br /> 6. the appropriate shoreline environment designation for the area,based on the above <br /> analysis, including evaluating whether a new designation is needed and whether the <br /> entire area should have the same designation; <br /> 7. policies and use regulations, including buffers for wetlands and riparian areas, in the <br /> SMP, and other development regulations; and <br /> 8. interest of property owners in participating in restoration and/or enhancement <br /> opportunities. <br /> IS HEREBY AMENDED TO READ AS FOLLOWS: <br /> 4.15 Urban Conservancy Agriculture <br /> Purpose <br /> The Marshlands is a shoreline area that has been identified as having significant tidal restoration <br /> potential and that is characterized by diverse property ownership, and floodplains/floodways that <br /> have been altered by diking, agricultural activities, transportation facilities, and utility corridors. <br /> The City, in cooperation with property owners, Ecology, scientists, interested <br /> agencies/organizations, and members of the public, conducted a subarea planning process for the <br /> Marshlands to address the feasibility of restoration, as well as appropriate land uses for the area. <br /> The resulting Marshland Subarea Plan is incorporated by reference in this Shoreline Master <br /> Program. <br /> Area Designated—Urban Conservancy Agriculture <br /> All portions of the Marshlands area within the floodplain of the Snohomish River in the Everett <br /> urban growth boundary located south of the north boundary of Lowell Snohomish River Road, <br /> except for those properties specifically designated Urban Conservancy and Shoreline <br /> Residential. <br /> 30 <br />
