Rock, concrete and <br /> timber bulkheads result in loss of nearshore and riparian vegetation,burial of the upper beach, <br /> altered wave interaction with the shoreline, obstruction of the sediment moved along the shore <br /> by littoral currents, and indirect impacts on habitat resources for fish.2 <br /> SECTION 26: Section 6.2 of the Shoreline Master Program, Exhibit A to Ordinance No. 2600- <br /> 02, as amended (Section V.B.of Chapter 3 Shoreline Land Use Element of the Comprehensive <br /> Plan), is hereby amended by the addition of a new definition: <br /> Levee means a large dike or embankment,often having an access road along the top, which is <br /> designed as part of a system to protect land from floods. <br /> SECTION 27: Policy 4 in Section 6.2 of the Shoreline Master Program, Exhibit A to Ordinance <br /> No. 2600-02, as amended (Section V.B. Policy 3.41.4 of Chapter 3 Shoreline Land Use Element <br /> of the Comprehensive Plan), which currently reads as follows: <br /> Mitigation should be required for impacts resulting from new shoreline stabilization activities. <br /> Shoreline stabilization measures that will result in significant adverse impacts, even with <br /> mitigation, should not be permitted. <br /> IS HEREBY AMENDED TO READ AS FOLLOWS: <br /> Mitigation should be required for impacts resulting from new shoreline stabilization activities <br /> that are not part of a restoration proposal. Shoreline stabilization measures that will result in <br /> significant adverse impacts, even with mitigation, should not be permitted. <br /> SECTION 28: The regulations in Section 6.2 of the Shoreline Master Program, Exhibit A to <br /> Ordinance No. 2600-02, as amended (EMC 19.33D.290.A), is hereby amended by the addition <br /> of the following regulations: <br /> 14. New and relocated structural shoreline stabilization and flood control structures are <br /> allowed for projects whose sole purpose is to restore wetlands or fish and wildlife habitat <br /> or as part of a hazardous substance remediation project. <br /> 15. Prior to relocation of any levees in the Marshland Subarea for restoration purposes, the <br /> appropriate studies identified in the Marshland Subarea Plan must be completed. <br /> 2 Shipman,Hugh.
