2. New information is available which was not considered at the time the SMP and <br /> Comprehensive Plan were adopted, that justifies a change to the Comprehensive Plan. <br /> The subarea planning process included more detailed analysis of existing information, as <br /> well as information that was not available at the time the SMP was prepared, such as <br /> Snohomish County's updated draft shoreline master program, the Snohomish River Basin <br /> Salmon Conservation Plan, and updated City critical area regulations. Significant <br /> sources of new information included comments from property owners, utility providers, <br /> agencies, and other individuals throughout the planning process. <br /> 3. The proposed change in policy promotes a more desirable growth pattern for the <br /> community as a whole. The Subarea Plan: <br /> • provides the ability to develop passive recreation that helps address the community <br /> needs identified in the Parks Strategic Plan, <br /> • supports fish and wildlife habitat restoration, including restoration promoted by the <br /> SEWIP Salmon Overlay and Snohomish River Basin Salmon Conservation Plan., <br /> • provides for on-going agriculture in pockets throughout the subarea, <br /> • ensures the protection of major utility and transportation corridors in the subarea, and <br /> • provides for limited residential use in areas along Larimer Road. <br /> The Plan provides a balance between competing public objectives for protecting <br /> agriculture, restoring fish and wildlife habitat, and providing for the recreational uses and <br /> infrastructure necessary for urban development. <br /> 4. The proposed policy changes are consistent with other existing plan policies. The <br /> Marshland Subarea Plan and associated SMP and Comprehensive Plan amendments are <br /> consistent with existing plan policies as documented in the EIS for the proposal. <br /> WHEREAS, the City Council finds that the proposed amendments to the SMP that will be <br /> incorporated into the Zoning Code are consistent with the criteria for amending the Zoning Code <br /> text as follows: <br /> 1. The proposed amendments are consistent with the applicable provisions of the Everett <br /> Comprehensive Plan. <br /> 2. The proposed amendments bear a substantial relation to public health, safety or welfare; <br /> and <br /> 3. The proposed amendments promote the best long term interests of the Everett <br /> community. <br /> NOW, THEREFORE,THE CITY OF EVERETT DOES ORDAIN: <br /> SECTION 1: Appendix A to Exhibit A of Ordinance No. 2600-02, as amended (The Shoreline <br /> Master Program) and Exhibit A to Ordinance No 2021-94, as amended (the Growth Management <br /> Comprehensive Plan) are hereby amended by the addition of the Marshland Subarea Plan, <br /> Exhibit 1 to this ordinance, as a Special Study Area Plan under Chapter 2, Section IV.C.2.11 <br /> Policy 2.11.10 of the Comprehensive Plan. <br /> 5 <br />
