Introduction <br /> 1.2 Settlement Agreement Background <br /> The Everett SMP Settlement Agreement between the City, Ecology, Washington <br /> Environmental Council, and Everett Shoreline Coalition requires the preparation of a <br /> subarea plan for the Marshland area prior to allowing specific uses in the area. Accordingly, <br /> the City has initiated the subarea planning process to more directly and fully address future <br /> restoration and land use activities in the Everett Marshland subarea. <br /> The planning process includes the following steps: <br /> 1. Create a stakeholder group made up of public and private property owners, utility <br /> providers, BNSF Railway, environmental groups, the Tulalip Tribe, the City, <br /> Snohomish County (County), and other public agencies to review and comment on <br /> the subarea plan project at each phase of its development <br /> 2. Conduct an inventory of current conditions for a range of natural and built <br /> environment topics <br /> 3. Prepare a suitability analysis identifying the appropriateness of specific locations <br /> within the Marshland study area for specific land uses, including fish and wildlife <br /> habitat preservation and restoration, agriculture, and active and passive recreation <br /> 4. Prepare alternative plans addressing a range of restoration and land use options based <br /> on the inventory and suitability analysis and stakeholder group input <br /> 5. Analyze the alternative plans in a Draft EIS <br /> 6. Following public comment prepare a Final EIS <br /> 7. Identify a preferred alternative with review and approval by the City's Planning <br /> Commission as a basis for the subarea plan <br /> 8. Based on public input, EIS findings, and the preferred alternative, develop a draft <br /> subarea plan, including associated City Comprehensive Plan, SMP, and development <br /> regulation amendments <br /> 9. Following additional public input, create a final subarea plan and SMP amendments <br /> 10. Adopt, via the City Council, the subarea plan and associated plan and regulation <br /> amendments <br /> 11. Submit the SMP amendments for approval by Ecology <br /> Draft Subarea Plan June 2009 <br /> Everett Marshland 5 070346-01 <br />
