Introduction <br /> anticipated improvement in the ecological functions of the areas identified by <br /> the plan for restoration;(5)shoreline master program regulations for <br /> protecting critical areas within the Marshland; (6)mechanisms and strategies <br /> to ensure implementation of the subarea plan;and(7)mechanisms to review <br /> the effectiveness of the subarea plan and make changes ifreview reveals the <br /> subarea plan is not effectively promoting the plan's identified restoration <br /> opportunities or meeting its other goals,policies and objectives. The subarea <br /> plan shall also make a recommendation to the City Council regarding a <br /> designation and permitted use table for the Marshland that is consistent with <br /> the Shoreline Management Act, the City's Shoreline Master Program, and the <br /> results and conclusions of the final subarea plan submitted to the City Council. <br /> 1.4 Relationship to Other Plans and Elements <br /> The Marshland subarea plan will become a part of the City's GMA Comprehensive Plan and <br /> SMA SMP. The plan has been developed following an integrated SEPA/GMA/SMA process <br /> where environmental analysis for SEPA occurs in conjunction with the planning and <br /> decision making procedures of the GMA and SMA. These documents and their relationship <br /> with the subarea plan are described in more detail below. <br /> 1.4.1 GMA, SMA, Settlement Agreement Consistency <br /> This section of the Subarea Plan provides general information on how the plan is consistent <br /> with the GMA, SMA, and Settlement Agreement. Additional specific information on how <br /> the plan is consistent with the GMA, SMA, and Settlement Agreement can be found in the <br /> City of Everett Marshland Subarea Plan EIS. <br /> 1.4.1.1 GMA <br /> The GMA promotes a comprehensive framework for managing growth and development <br /> within local jurisdictions. Relative to the Marshland subarea, GMA goals encourage the <br /> conservation of agricultural land, retention of open space, enhancement of recreational <br /> opportunities, and environmental protection and enhancement. This subarea plan balances <br /> GMA goals by restoring tidal and wetland habitat and integrating passive recreation, while <br /> retaining agriculture on the balance of the subarea plan on private property. <br /> Draft Subarea Plan June 2009 <br /> Everett Marshland 7 070346-01 <br />
