Background Information <br /> standard. Lowell-Snohomish River Road within the study area does not meet the City's <br /> standard for Collector Arterial or the County's standard for two-lane Rural Major Collector. <br /> Larimer Road within the study area does not meet the City's standard for Minor Arterial. <br /> The City indicated that current pavement conditions along Larimer Road do not meet <br /> standards and will require improvement; however, no road improvements are proposed <br /> under the subarea plan. <br /> 2.1.5.2 Non-motorized Facilities <br /> There are currently no sidewalks along South 2nd Avenue/Larimer Road and Lowell- <br /> Snohomish River Road. The non-motorized facilities within the subarea are provided by <br /> Lowell Riverfront Trail and Lowell-Snohomish River Road. The Lowell Riverfront Trail is <br /> accessed by Rotary Park on the north side of Lowell-Snohomish River Road. It is a 10-foot- <br /> wide multi-use trail for both pedestrians and bicyclists. It extends approximately 1.75 miles <br /> from Rotary Park to the north along the riverfront. Bicycle lanes are provided on paved <br /> shoulders on both sides of Lowell-Snohomish River Road between the eastern City limit and <br /> Highway 9. <br /> 2.1.5.3 BNSF Railway <br /> A BNSF primary rail line (mainline) bisects the subarea, running southeast to northwest. <br /> The BNSF mainline carries about 34 trains per day with about 87 million tons of freight per <br /> year. Under all of the proposed alternatives and the Subarea plan, no changes to the existing <br /> BNSF mainline alignment are proposed. <br /> 2.1.6 Utility Corridors <br /> A number of electric power transmission lines, distribution lines, meters, and vaults can be <br /> found within and adjacent to the Marshland subarea. The most prominent of these lines <br /> include four Bonneville Power Administration (BPA) and three Puget Sound Energy (PSE) <br /> transmission lines. These seven transmission lines are key components of the regional power <br /> grid, transporting energy within Washington State and beyond, including key connections <br /> with Canada. Comcast Cable maintains overhead lines near the Marshland subarea, mostly <br /> along the west side of Larimer Road. <br /> Draft Subarea Plan June 2009 <br /> Everett Marshland 18 070346-01 <br />
