Restoration and Land Use Concepts <br /> roads <br /> • Wildlife Preservation/Enhancement—areas identified for habitat retention <br /> • Fish Preservation/ Enhancement—areas identified for habitat retention <br /> • Wildlife Preservation—Spane Wetland mitigation site <br /> • Fish and Wildlife Restoration—tidally restored public lands and private lands where <br /> supported by willing owners <br /> 3.3.1 Subarea Plan Outcomes <br /> This section compares how well the Subarea Plan satisfies the goals and objectives of the <br /> settlement agreement <br /> Meets objectives: <br /> • Provides an area for passive recreation and a large public trail system <br /> • Provides a large amount of habitat restoration <br /> • Provides fish access to Wood Creek by allowing it to outlet into a tidally-influenced <br /> wetland area rather than the Marshland Canal <br /> • Provides for fish passage into the Marshland Canal through or around the pump <br /> station <br /> • Provides fish access to the tributary channels from the adjacent hillsides <br /> Partially meets or does not meet objectives: <br /> • Requires significant infrastructure changes <br /> • Has a high cost <br /> 3.3.1.1 Proposed Habitat Types <br /> Habitat types are determined by number of factors including water depth and frequency of <br /> inundation, salinity, soil type, the ability to adapt to natural or human disturbances, and <br /> other factors. The Marshland subarea has been diked and in agricultural production for over <br /> 100 years. During this time it has been protected from daily tidal inundation but is still <br /> subject to periodic flooding. Typically, when land is diked and farmed for extensive periods <br /> of time, subsidence occurs. As a result, much of the area proposed to be restored to tidal <br /> inundation is relatively low, and is anticipated to initially be in a mudflat habitat type if no <br /> regrading to raise these areas occurs. The combination of daily tidal inundation and periodic <br /> flooding will change habitat types over time with sedimentation (raising of grades) and/or <br /> Draft Subarea Plan June 2009 <br /> Everett Marshland 36 070346-01 <br />
