Iz ORDINANCE NO. _31.63-09 AN ORDINANCE relating to the regulation of For-Hire Vehicles, Amending Ordinance No. 2297-98 as amended (EMC 5.68.290). Whereas, the City Council has considered the request of for-hire vehicle drivers for a rate adjustment; and Whereas, the current rate of $2.30 per mile was adjusted to $2.10 per mile as of August 1, 2009 per the requirements of the ordinance; and Whereas, for-hire vehicle owners expressed concern that this downward rate adjustment as established by the procedures set forth in the ordinance will unfairly impact the for-hire vehicle industry during these difficult economic times; and Whereas, the City Council is concerned about the potential negative impact on this industry and finds that the current rate of $2.30 should be maintained and should become the baseline absent formal adjustments made by resolution of Council; and Whereas, the size of photograph required by the ordinance needs to be revised; NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: Section 1. Section 20 of Ordinance No. 2297-98 (EMC 5.68.190), which reads as follows: Fingerprints and photographs of applicants. Every applicant for a for-hire vehicle driver's license must submit, at the applicant's expense, to fingerprinting by the Everett police department and shall submit with his application, in duplicate, a full face photograph of the applicant; the photographs to be of the size of one inch square. One set of photographs shall become a part of the applicant's license, if issued, and one set shall be filed with the clerk's office. All for-hire drivers must be refingerprinted every two years. New pictures shall be required yearly.
