B. Special Service Vehicles. <br /> 1. As a requirement of licensing, a schedule of rates to be charged by <br /> the applicant for a special service vehicle shall be established by <br /> the applicant and filed with the city clerk. <br /> 2. Before putting into effect changed rates a licensee must file the <br /> new schedule with the city clerk at least fifteen days in advance. If <br /> the new rate requires adjustment of the taximeter, the licensee may <br /> not use the new rate until the adjustment has been made and the <br /> meter resealed by the city or its agent. The licensee must withdraw <br /> any advertisement of the previous rates before using new rates. <br /> The licensee must post the new rate schedule in compliance with <br /> the requirements of this chapter. Rates may be changed by filing a <br /> new rate schedule with the city clerk not more than two times <br /> during the license year and not sooner than three months after the <br /> most recent previous rate change. <br /> 3. No person owning, operating or controlling any special service <br /> vehicle shall charge a rate different than the rate filed with the city <br /> clerk. <br /> C. If demanded by the passenger, the driver in charge of a for-hire vehicle <br /> shall deliver to the person paying for the hiring of same at the time of such <br /> payment a receipt thereof, in legible type of writing containing the name of <br /> the owner or cab name, or the city indicia number, the driver's name and <br /> for-hire license number, and any items for which a charge is made, the <br /> total amount paid, and the date of the payment. <br /> D. With the exception of subsection B of this section which authorizes special <br /> service vehicle licensees to establish their own rates, and with the <br /> exception of the yearly rate updates set forth in subsection (A)(1)(d) of this <br /> section, the rates provided for in this section may only be changed by <br /> amendments to this chapter adopted by the city council. <br /> E. Rates must be established for: <br /> 1. Initial drop on all trips, including the first increment of a mile of <br /> travel; and <br /> 2. Distance based on uniform increments as prescribed by the city <br /> clerk. <br /> F. Discount Rates. All discounts on fares must be filed with the city clerk <br /> setting forth the conditions that must be met to qualify for the discount. All <br /> discounts must be expressed as a percentage discount of the filed rate. <br /> 4 <br />
