3. An increase in the problems of traffic circulation; <br /> 4. A reduction in approved open space, off-street parking, loading zones, right-of- <br /> way or pavement width. <br /> B. Changes in uses, rearrangement of lots, blocks, buildings, tracts or changes in the <br /> provision of common open space and changes other than listed above shall be <br /> reviewed by the city council following a recommendation from the review authority. <br /> Such amendments may be made only if they are shown to be in the best long term <br /> interests of the community. (Ord. 1671-89 (part), 1989.) <br /> CONCLUSIONS BASED ON FINDINGS <br /> 1 . On February 20, 1980, the Everett City Council passed an ordinance amending the <br /> zoning map of the City of Everett with a rezone of property at 220 - 98th Place SE, <br /> Everett, Washington. With the rezone, the subject property was zoned R-1, Single- <br /> Family Low Density Planned Residential Development. The ordinance allowed a PRD <br /> that had 34 units with five duplexes and six four-plex units. Included in the PRD was a <br /> community center which was approved to be a structure of 1,088 square feet. The <br /> Applicant seeks to amend the approved PRD to allow the community center to be <br /> expanded to 3,800 square feet. (finding 1) <br /> 2. The amendments to the approved PRD are in the long term interest of the City of <br /> Everett. It would provide increased area for after school and summer programs, a <br /> shop for maintenance of the equipment in the area, and a facility consistent with <br /> Federal HUD requirements. (finding 18) <br /> 3. The impacts to the City, general area, and to the developed PRD are minimal. No <br /> parking would be lost with use of the parking space in the shop. Although there will be <br /> a loss of open space, it is miniscule when considered with the entire open space <br /> available on-site; it is less than one percent of the entire open space. Any landscaping <br /> that is disturbed would be replanted and replaced. The community garden that exists <br /> on-site would be relocated west of the structure. The facility would provide additional <br /> space for after school and summer programs for children. (findings 14, 16, 17, and <br /> 18) <br /> RECOMMENDATION <br /> Pursuant to EMC 19.32.200.B it is hereby recommended to the Everett City Council <br /> that the requested modification of a Planned Residential Development at 220 - 98th Place <br /> SE, Everett, Washington, be approved. The modification would allow for the expansion of a <br /> community center with increased area and would allow the center to be expanded to 3,800 <br /> square feet. Approval should include the following conditions: <br /> 1. The remodel and expansion of the Community Center will require City Building Permits <br /> and must meet City of Everett Building Codes. <br /> 5 <br />
