the level of analysis required, and other details for implementation of the provisions of this <br /> ordinance. <br /> (24) "Stormwater Site Plan" shall mean the comprehensive report containing all of the <br /> technical information and analysis necessary for the City to evaluate a proposed new <br /> development or redevelopment for compliance stormwater requirements. <br /> (25) "Subject Property" shall mean the tract of land which is the subject of the permit <br /> and/or approval action, as defined by the full legal description of all parcels involved in the <br /> proposed development. <br /> (26) "Threshold Discharge Area" shall mean an onsite area draining to a single natural <br /> discharge location or multiple natural discharge locations that combine within one-quarter mile <br /> downstream (as determined by the shortest flowpath). <br /> SECTION 3: MINIMUM TECHNICAL STANDARDS. <br /> Section 3 of Ordinance 2196-97 (EMC 14.28.030-.380),which reads as follows: <br /> (1) SMALL PARCEL MINIMUM REQUIRMENTS-APPLICABILITY <br /> a.
