10. "Carpool" means a motor vehicle occupied by at least two people traveling <br /> together for their commute trip that results in the reduction of a minimum of one <br /> motor vehicle commute trip. <br /> 11. "City" means the City of Everett, its officers, employees, and agents. <br /> 12. "Commute trips" means trips made from a worker's home to a worksite with <br /> a regularly scheduled work start time between six a.m. and nine a.m. on <br /> weekdays. <br /> 13. "CTR" means commute trip reduction. <br /> 14. "CTR Task Force Guidelines" means a document prepared in 1992 (subject <br /> to revision) by the statewide Commute Trip Reduction Task Force. The <br /> document includes guidelines for preparing plans and ordinances, as well as <br /> model programs and data from worksites across the country. <br /> 15. "CTR law" means Washington law relating to commute trip reduction <br /> adopted in 1991(Chapter 202, Laws of 1991) and codified in RCW 70.94.521 et <br /> seq., as amended. <br /> 16. "CTR plan" means the City's plan and ordinance to regulate and administer <br /> the CTR programs of affected employers within the City. <br /> 17. "CTR program" means an employer's strategies to reduce affected <br /> employees' SOV use and VMT per employee. <br /> 18. "CTR zone" means one of three areas, such as a census tract or <br /> combination of census tracts, within Snohomish County, characterized by similar <br /> employment density, population density, level of transit service, parking <br /> availability, access to high occupancy vehicle facilities, and other factors that are <br /> determined to affect the level of SOV commuting. Everett, Mukilteo and parts of <br /> unincorporated Snohomish County have been combined to form one zone. <br /> 19. "Commuter matching service" means a system that assists in matching <br /> commuters for the purpose of commuting together. <br /> 20. "Compressed work week" means an alternative work schedule, in <br /> accordance with employer policy, that regularly allows a full-time employee to <br /> eliminate at least one work day every two weeks by working longer hours during <br /> the remaining days, resulting in fewer commute trips by the employee. This <br /> definition is primarily intended to include weekly and bi-weekly arrangements, the <br /> most typical being four ten-hour days or eighty hours in nine days, but may also <br /> include other arrangements. Compressed work weeks are understood to be <br /> ongoing arrangements. <br /> 7 <br />
