Commencing at the intersection of the centerlines of 35th Street and Rucker Avenue as <br /> the true POINT OF BEGINNING; THENCE south along the centerline of Rucker <br /> Avenue to its intersection with the centerline of 36th Street; THENCE west along the <br /> centerline of 36th Street to its intersection with the centerline of Grand Avenue; THENCE <br /> south and southwesterly along the centerline of Grand Avenue to its intersection with the <br /> southerly projection of the west boundary line of Lot 4, Block 3, Fridays 2"d Addition to <br /> Everett; THENCE north along said line to the NE corner of Lot 6, Block 3, Fridays 2nd <br /> Addition to Everett; THENCE west along the north boundary line of said Lot 6 and its <br /> westerly projection to its intersection with the centerline of Norton Avenue; THENCE <br /> south along said centerline to its intersection with the easterly projection of the south <br /> boundary line of Lot 21 and the north half of lot 20, Block 9, Fridays 2nd Addition to <br /> Everett; THENCE west along said line and its projection to the intersection with the <br /> centerline of the alley located in Block 9, Fridays 2nd Addition to Everett; THENCE north <br /> along said centerline and its projection to the SW corner of Lot 10, Block 4, Fridays 2nd <br /> Addition to Everett; THENCE north from said corner along the west boundary line of <br /> said Lot 10 to its intersection with the centerline of 35th Street; THENCE east along the <br /> centerline of 35th Street to its intersection with the centerline of Rucker Avenue and the <br /> true POINT OF BEGINNING. <br /> Section 2: The Norton Grand Neighborhood Conservation Guidelines and Historic <br /> Overlay Standards adopted by Ordinance 2547-01 and amended by Ordinance 3073-08 <br /> apply to this property. <br /> Section 3: Properties in the area described in Section 1 above will use the Special <br /> Property Use criteria and review process for educational facilities: college, university <br /> and preschool to grade 12. <br /> Section 4: Inventory of Affected Properties. An"Inventory of Properties within the <br /> Historic Overlay Zones" for the expanded area of the Norton Grand Historic Overlay <br /> Zone is hereby adopted. This lists the properties within the expanded area of the district <br /> which are historically significant or which contribute to the historic character of the <br /> district. It is to be used to identify those properties which are subject to the regulations <br /> specified in this Ordinance. The "Inventory of Historic Overlay Zones" may be amended <br /> as necessary by the Planning Director, following recommendation from the Historical <br /> Commission. The current "Inventory of Historic Overlay Zone" shall be maintained on <br /> file in the office of the Department of Planning and Community Development. <br /> Section 5: Validity <br /> Should any section, subsection, paragraph, sentence, clause or phase set forth in this <br /> ordinance or its application to any person or situation be declared unconstitutional or <br /> invalid for any reason, such decision shall not affect the validity of the remaining <br /> portions of this Ordinance or it application to any person or situation. The City Council <br /> of the City of Everett hereby declares that it would have adopted this Ordinance and each <br /> section, subsection, sentence, clause, phrase or portion thereof irrespective of the fact that <br /> 3 <br />
