The budget
assumes that 25%of the 141 MDC's currently deployed need replacement each year. Actual
replacement expenses over the last five years have only been $61,568 in total. The existing
MDC's(Panasonic CF-73 laptops) are no longer available and they have all reached their"end of
life"period. In 2009, MDC purchases were put on hold while the department evaluated a
replacement computer and the benefits of removable laptops versus fixed computer systems.
In July of 2011, the department will transition to an entirely new CAD/RMS system (New World)
and automated field reporting program. All existing MDC's that are still functioning at that time
will need replacement as the current MDC's do not possess the minimum system operating
requirements to support this upgrade. After much study, the Police Department has determined j
that the removable laptops provide the most functionality and versatility for officers and is ready' j
to begin replacing and upgrading the existing legacy MDC's.
This amendment increases the 2010 budget by the total residual amount of$100,000 from the
2009 Criminal Justice Program allocated for MDC replacement. This will allow for the purchase
and acquisition of sufficient number of MDC's, docking stations, mounting equipment and labor
costs of the City Motor Vehicle Division for installation into the vehicles.
1 .
Increase Small Equipment Budget 156 5300430350 100,000
r
Decrease Ending Fund Balance 156 5980000999 100,000'.
Department Code Rev Exp FB
NGA-4 !Criminal Justice Amendment-SafeAV Drive Deck Storage 156A 1j 10,838 ! (10,838)
The Everett Police Department's Computer &Digital Forensics Unit uses large amounts of digital
video hard drive storage space. The case load for forensic digital video evidence has now
maxed out the space that was available on the current storage system.
The Everett Police Department is purchasing a 16-terabyte SafeAV storage space, to include an
active spare drive, one additional inactive spare hard drive and 3 years of support service from
AVID/Ocean Systems, estimated at$9,925.00, plus tax.
The SafeAV hard drive storage space is an AVID/Ocean Systems product and will be supported
through their annual assurance program. The AVID Forensic Video system is a critical piece of
equipment used in the forensics lab. With the purchase of more storage the department will
have the ability to continue retaining important case evidence.
This budget amendment adds$10,838 to the Criminal Justice program expenditure budget.
Increase Small Equipment Budget 156 5300420350 10,838
Decrease Ending Fund Balance 156 5980000999 10,838
ATTACHMENT A
Tally2010.xlsx 8/12/2010
