F. The UPC is hereby amended by the addition of the following Chapter 16, <br /> which reads as follows: <br /> I. IN GENERAL <br /> A. Prohibition: Any pipe solder, or flux, which is used after the <br /> enactment of the Safe Drinking Water Act Amendments of 1986, in the <br /> installation or repair of: <br /> 1. any public water system, or <br /> 2. any plumbing in a residential or nonresidential facility <br /> providing water for human consumption which is connected to a public <br /> water system shall be lead free (within the meaning of section II). This <br /> paragraph shall not apply to leaded joints necessary for the repair of <br /> cast iron pipes. <br /> B. Public Notice Requirements: <br /> 1. In General—The Utilities Division shall identify and provide <br /> notice to persons that may be affected by lead contamination resulting <br /> from either or both of the following: <br /> a.) The lead content in the construction materials of the public <br /> water distribution system. <br /> b.) Corrosivity of the water supply sufficient to cause leaching <br /> of lead. <br /> C. Additional requirements of notice: <br /> In such manner and form as may be reasonable required by the <br /> Administrator of the Safe Drinking Water Act Amendments of 1986. <br /> Notice under this paragraph shall be provided notwithstanding the <br /> absence of a violation of any national drinking water standard. <br /> Contents of Notice—Notice under this paragraph shall provide a clear <br /> and readily understandable explanation of: <br /> a.) the potential sources of lead in the drinking water, <br /> b.) potential adverse health effects, <br /> c.) reasonable available methods of mitigating known or <br /> potential lead content in drinking water, <br /> 35 <br />
