ORDINANCE NO. 2803-04 <br /> AN ORDINANCE DECLARING AN EMERGENCY TO EXIST, AND <br /> ESTABLISHING INTERIM REGULATIONS FOR SPECIFIED USES AND THE <br /> PROCESSING OF APPLICATIONS RELATED THERETO WITHIN THE <br /> DOWNTOWN EVERETT AREA. <br /> WHEREAS, the City Council does find: <br /> 1. Concerted efforts are being made to redevelop the downtown and it is <br /> in the community's interest to support this continued redevelopment of <br /> downtown Everett; and <br /> 2. The City of Everett, Snohomish County and the Everett Public <br /> Facilities District have spent, or are in the process of spending well over <br /> $200 million of public funds on significant improvements to the Everett <br /> downtown; and <br /> 3. These improvements include the reconstruction of Hewitt Avenue from <br /> Broadway to Rucker Avenue, including new water and sewer service, <br /> streets, sidewalks and transit facilities, and other franchised utilities; and <br /> 4. Redevelopment of Hewitt Avenue has incorporated the historic <br /> character of Hewitt Avenue through street lighting, transit stops, public <br /> street clocks, and brass inlayed street names in the sidewalks all designed <br /> to foster the historic character of the street; and <br /> 5. The Everett Public Facilities District and the City of Everett have <br /> constructed a multi-million dollar special events and conference center <br /> capable of accommodating minor league and amateur sports, concerts, <br /> conferences, trade shows, and flat floor shows in downtown Everett; and <br /> 6. Snohomish County is constructing a $168 million upgrade of the <br /> County Campus complex; and <br /> 7. These public improvements have attracted private commercial <br /> development and are expected to attract market rate residential <br /> development into the Everett downtown area; and <br /> 8. The events center has been highly successful for a variety of sports and <br /> entertainment activities, trade shows and other events in its first year of <br /> operation; and <br /> 1 <br />
