• <br /> 4 <br /> ORDINANCE NO. 2805-04 <br /> An ORDINANCE adjusting water and filtration rates for inside and outs . • stomers <br /> and wholesale master meters and repealing Ordinance No. 2675-02 (EMC 14.16.710) <br /> WHEREAS, Ordinance 2675-02 was adopted on December 18, 2002 establishing current water <br /> and filtration rates for Everett water customers; and <br /> WHEREAS, the 2004 water cost of service study has been completed; and <br /> WHEREAS, a rate adjustment for flat rate charges is necessary so flat rate charges are <br /> equivalent to metered rates for similar consumption; and <br /> WHEREAS, to cover cost of service, a general rate increase for retail and wholesale metered <br /> accounts and flat rate accounts is necessary to cover operation and maintenance and capital <br /> expenditures; and <br /> WHEREAS, an increase in special charges is needed to cover the cost of providing those <br /> services as listed in section 1-8; and <br /> WHEREAS, a city installed and developer installed water service connection charge increase is <br /> needed to cover the cost of the radio read water meters being installed; and <br /> WHEREAS, Utilities staff has been working closely with wholesale customers regarding a <br /> connection charge for all new system customers, and until such time as each wholesale customer <br /> approves a connection charge agreement, Utilities recommends that a surrogate rate multiplier of <br /> 20%be added to wholesale water charges for master meter customers; and <br /> NOW, THEREFORE,the Everett City Council does ordain: <br /> Section 1: Effective January 1, 2005, and thereafter, the monthly water rates and <br /> charges, monthly minimum charges, filtration charges, and provisions relating to rates and <br /> charges throughout the water system shall be as,follows: <br /> A. Within the City Limits <br /> 1. Fixed rate accounts -minimum monthly water charge $14.15 <br /> Filtration charge 2.95 <br />
