Section 9: Future Rate Increases. Future increases in the rates charged herein <br /> (except the State of Washington tax on system revenues) may be increased by City Council <br /> resolution subject to public hearing and notice by publication thereof at least two weeks in <br /> advance of approval of said resolution. <br /> Section 10: Severability. If any section, sentence, clause or phrase of this ordinance <br /> should be held to be invalid or unconstitutional by a court of competent jurisdiction, such <br /> invalidity or unconstitutionality shall not affect the validity or constitutionality of any other <br /> section, sentence, clause or phrase of this ordinance. <br /> Section 11: Repealer.
