Ordinance No:3420-14 <br /> AN ORDINANCE Establishing an interim regulation for off-street parking requirements for <br /> Government Administrative Offices, and Public Service Buildings in the B-3 (Central Business <br /> District) Zone, Amending Ordinance No. 2923-06, as amended, and Declaring an Emergency. <br /> WHEREAS,the City Council finds the following: <br /> 1. The City adopted a new zoning code for the B-3 (Central Business District) zone in 2006, <br /> which eliminated minimum off-street parking requirements for non-residential uses. <br /> 2. The City has become concerned about the impact of large government administrative <br /> office or public service buildings being developed without adequate off-street parking on <br /> the business community within the B-3 zone. <br /> 3. The City needs time to study this issue to properly evaluate the proper off-street parking <br /> standards. <br /> 4. The City wishes to establish an interim off-street parking standard for such uses while it <br /> conducts additional planning analysis of the off-street parking demands and needs in the <br /> B-3 zone. <br /> 5. RCW 35.63.200 and RCW 36.70A.390 allow a local government to enact interim <br /> regulations for a period of one year. <br /> 6. RCW 35.63.200, RCW 36.70A.390 and the Everett Charter, Article III, authorize the <br /> Council to enact interim regulations on land use matters until new plans or development <br /> standards are considered and prepared in order to minimize the adverse impacts off-street <br /> parking demands may have on the B-3 zone. <br /> WHEREAS,the City Council concludes the following: <br /> 1. It is in the best interests of the City to establish an interim regulation establishing an off- <br /> street parking regulation for government administrative office or public service buildings <br /> for the B-3 (Central Business District) zone. <br /> 2. RCW 35.63.200 and RCW 36.70A.390 allow a local government to enact interim <br /> regulations to conduct planning studies to determine appropriate land use policies and <br /> regulations for areas under its jurisdiction. <br /> 3. RCW 35.63.200, RCW 36.70A.390 and the City of Everett Charter, Article III, authorize <br /> the Council to enact interim regulations to preserve the integrity of the planning process. <br /> 1 <br />
