He <br /> stated that staff is now proposing to make this ordinance an emergency <br /> ordinance to become effective immediately upon adoption to prevent the <br /> vesting of an application that may be in conflict with standards that could <br /> be adopted as a result of the planning process to be undertaken in the <br /> next twelve months. <br /> President Moore invited public comment. There was no response. <br /> Moved by Council Member Stonecipher, seconded by Council <br /> Member Murphy, to close the public hearing. <br /> Roll was called with all council members voting yes. <br /> Motion carried. <br /> COUNCIL BILL NO. 1412-59 <br /> THIRD AND FINAL READING: <br /> AN ORDINANCE establishing an interim regulation for off- <br /> street parking requirements for Government Administrative <br /> Offices, and Public Service Buildings in the B-3 (Central <br /> Business District) Zone, amending Ordinance No. 2923-06, as <br /> amended <br /> Moved by Council Member Murphy, seconded by Council Member <br /> Stonecipher, that this is declared to be the third and final reading of <br /> Council Bill No. 1412-59 with the inclusion of amendments provided by <br /> staff including declaring this an emergency ordinance. The City Clerk was <br /> directed to call the roll for the final disposition of the ordinance. <br /> 375 <br />
