November 14, 2012 <br /> completion with Stellar J Corporation allowing the release of the <br /> retainage bond held with Liberty Mutual Insurance Company. <br /> Roll was called with all council members voting yes except Council <br /> Member Moore who was excused. <br /> Motion carried. <br /> PUBLIC HEARING — COUNCIL BILL NO. 1210-48 <br /> Council President Gipson opened a public hearing regarding Council Bill <br /> No. 1210-48, a proposed ordinance establishing rates for Everett sewer <br /> service and surface water management, rates for water and filtration for <br /> inside and outside city customers, and rates for wholesale master meters. <br /> Council Member Stonecipher stated that she had received a copy of a <br /> letter from the city of Marysville and the Tulalip Tribes expressing their <br /> concerns regarding the proposed ordinance. She questioned whether <br /> Administration has responded to the letter. <br /> Council President Gipson read the letter into the record. <br /> Dave Davis, Public Works, stated that the Everett Water Utility <br /> Committee, of which the city of Marysville and the Tulalip Tribes are <br /> members, meet quarterly and they have been kept informed of upcoming <br /> changes and the possibility of increased rates over the past two years. <br /> Council Member Roberts questioned whether wholesale customers would <br /> bear any of the city of Everett's costs for the installation of water meters. <br /> Dave Davis responded that they would not. <br /> Council President Gipson invited public comment. <br /> Dan Hammer, General Manager, Mukilteo Water and Wastewater District, <br /> and John Spoelstra, Snohomish, spoke in opposition to the proposed rate <br /> increases. <br /> 317 <br />
