February 18, 2015 <br /> COUNCIL <br /> Council Member Stonecipher stated that she has received several emails <br /> from business owners on Smith Street related to people camping on the <br /> street and vagrancy. She questioned what the restrictions are related to <br /> these activities. <br /> City Attorney Iles stated that city staff has met with contacts at the mission <br /> and have come up with approaches to deal with these concerns. He <br /> remarked that the Everett Police and Public Works Departments are <br /> engaged in dealing with the problems on a daily basis. <br /> Council Member Stonecipher stated that council members received an <br /> update from Administration related to the Streets Initiative and the work <br /> that is ongoing. She noted that several committees have been formed out <br /> of the initial taskforce that have been meeting on a regular basis. She <br /> requested additional information related to the composition of the <br /> committees, the title of the committees, and what policy matters they're <br /> discussing. <br /> City Attorney Iles explained that the Street Initiatives Task Force provided <br /> 63 recommendations. Those recommendations were turned over to sub- <br /> committees to work on implementing the initial recommendations. A <br /> number of those matters will be vetted and brought forward to the City <br /> Council. He stated that he would work with CAA/CFO Debra Bryant and <br /> Deputy City Attorney David Hall to provide additional information related to <br /> the committees. <br /> Council Member Tuohy provided a liaison report from the Library Board <br /> meeting which she attended last night. They discussed concerns <br /> regarding water leakage from the roof and basement of the Library. <br /> Council Member Bader reported on his attendance at the Puget Sound <br /> Regional Council Growth Management sub-committee. He stated that a <br /> question arose as to whether or not military bases should be used as <br /> regional employment centers. <br /> Mayor Stephanson arrived. He stated that he just came from testifying <br /> before the Senate Transportation Committee in Olympia. He remarked <br /> 41 <br />
