0,1fr <br /> 411170,„? <br /> ORDINANCE NO. 3428-15 <br /> An Ordinance Adding the "North Broadway Urban Center" to the <br /> Multiple Family Property Tax Exemption program, and Amending <br /> Ordinance No. 2347-98, as amended (EMC Chapter 3.78) <br /> WHEREAS, the City Council finds the following: <br /> 1. The City of Everett has adopted an Institutional Overlay Zone for the Everett Community <br /> College (ECC) owned properties and several private properties located in close proximity <br /> to the college, which designate the areas within the overlay zone for college and college- <br /> related uses. <br /> 2. The City has determined that student housing is a college related use under the <br /> Institutional Overlay Zone. <br /> 3. The City of Everett established a new Broadway Mixed Use (BMU) zone in 2008 and <br /> rezoned the Broadway corridor to be included in the BMU zone. <br /> 4. The purpose of the BMU zone, as stated in the Zoning Code, is, in part, to encourage a <br /> lively business district with a mixture of uses, including higher density residential use. <br /> 5. The enrollment at ECC has been growing, but with a limited inventory of housing <br /> available near the campus, most students must travel to the campus, including students <br /> who must drive and park either on campus or who may also be parking in the residential <br /> neighborhood surrounding the college. <br /> 6. ECC is interested in the development of additional housing in proximity to its campus, in <br /> part to reduce the proportion of students who must commute to the campus. <br /> 7. Washington State University(WSU)has established a presence on the ECC campus, and <br /> is pursuing funding for additional student facilities and programs, which will create a <br /> need for additional student housing near the campus. <br /> 8. There are several vacant and blighted commercial properties in the north Broadway <br /> corridor, between 7th Street and 13th Street, which are in need of new investment and <br /> redevelopment in order to benefit the local neighborhood and greater Everett community. <br /> 9. Everett Transit has a transit station located on the ECC campus which serves the college <br /> and surrounding neighborhood. <br /> 10. The adopted Everett Growth Management Comprehensive Plan designates Broadway as a <br /> high intensity mixed use corridor and encourages a greater density of housing <br /> development in proximity to transit facilities. <br />
