Section 15. Consent for and Conditions of Assignment or Transfer. The right, <br /> privilege and authority granted under this Ordinance shall not be assignable or transferable by <br /> operation of law, nor shall Providence transfer, assign, mortgage, pledge or encumber the same <br /> without the consent of the City, which consent the City shall not unreasonably refuse; provided, <br /> that in no event shall the City be entitled to withhold consent in the event of a transfer by <br /> Providence to an entity who will continue to operate a North Everett Regional Medical Center. <br /> In order for any assignment or transfer of Providence's rights to be effective, Providence and the <br /> assignee or transferee must file with the City Clerk an assignment and assumption agreement in a <br /> form acceptable to the City under which the assignee or transferee assumes all of Providence's <br /> obligations under this Ordinance. <br /> Section 16. Inspection Fees. Providence shall pay to the City such usual and reasonable <br /> amounts as may be required by the Director pursuant to City code for the City's inspection of the <br /> Pedestrian Skybridge or Utility Corridor. <br /> Section 17. Conflict. If the provisions of this Ordinance conflict with another provision <br /> of the Everett Municipal Code or any other City ordinance or regulation, the provisions of this <br /> Ordinance shall control. <br /> Section 18. Notices.
