j. At any place where official signs prohibit stopping; <br /> k. Within any fire exit; <br /> 1. At any place where red curb markings are used to designate no-parking zones; or <br /> m. On or in a bicycle lane. <br /> 2. Stand or park a vehicle, whether occupied or not, except momentarily to pick up or <br /> discharge a passenger or passengers: <br /> a. In front of a public or private driveway or within five feet of the end of the curb radius <br /> leading thereto; <br /> b. Within fifteen feet of a fire hydrant; <br /> c. Within twenty feet of a crosswalk; <br /> d. Within thirty feet upon the approach to any flashing signal, stop sign, yield sign, or traffic <br /> control signal located at the side of a roadway; <br /> e. Within twenty feet of the driveway entrance to any fire station and on the side of a street <br /> opposite the entrance to any fire station within seventy-five feet of said entrance when properly <br /> signed; <br /> f. At any place where official signs prohibited standing; or <br /> g. At any place where city barricades are placed. <br /> 3. Park a vehicle, whether occupied or not, except temporarily for the purpose of and while <br /> actually engaged in loading or unloading property or passengers: <br /> a. Within fifty feet of the nearest rail of a railroad crossing; or <br /> b. At any place where official signs prohibit parking. <br /> B. Parking or standing shall be permitted in the manner provided by law at all other places <br /> where a time limitation or parking restriction has been imposed. <br /> C. No person shall move a vehicle not lawfully under his or her control into any such <br /> prohibited area or away from a curb such a distance as is prohibited. <br /> Section 3. Severability <br /> Should any section, subsection, paragraph, sentence, clause, or phrase of this Ordinance, or its <br /> application to any person or situation, be declared unconstitutional or invalid for any reason, <br /> such decision shall not affect the validity of the remaining portions of this Ordinance or its <br /> application to any other person or situation. The City Council hereby declares that it would have <br /> adopted this Ordinance and each section, subsection, sentence, clause, phrase or portion thereof <br /> irrespective of the fact that any one or more sections, subsections, sentences, clauses, phrases, or <br /> portions be declared invalid or unconstitutional. <br /> Section 4. General Duty <br /> It is expressly the purpose of this Ordinance to provide for and promote the health, safety, and <br /> welfare of the general public and not to create or otherwise establish or designate any particular <br /> class or group of persons who will or should be especially protected or benefited by the terms of <br /> this Ordinance. It is the specific intent of this Ordinance that no provision or any term used in <br /> this Ordinance is intended to impose any duty whatsoever upon the City or any of its officers or <br /> employees. Nothing contained in this Ordinance is intended nor shall be construed to create or <br /> form the basis of any liability on the part of the City, or its officers, employees, or agents, for any <br /> injury or damage resulting from any action or inaction on the part of the City related in any <br /> manner to the enforcement of this Ordinance by its officers, employees, or agents. <br /> 9 <br />
