PROCEDURES FOR MAKING BIDS AND AWARDING CONTRACTS For purposes of establishing procedures for making bids and awarding contacts, as authorized by Section 4.13 of the City of Everett Charter, the City hereby adopts by ordinance the Purchasing Guidelines ("Guidelines") as set forth in Exhibit A, which is attached hereto and incorporated herein by reference. The Guidelines shall control the City's procurement of goods and services to the extent provided therein. The Guidelines do not apply to the acquisition, sale, conveyance, or lease of real property or to the disposition of the City's personal property. Section 2. The Purchasing Guidelines attached hereto as Exhibit A, amend and supersede Exhibit A of Ordinance No. 2458-00, as amended, and the City's PURCHASING AND SURPLUS PROPERTY GUIDELINES, as amended, and any other policies in conflict herewith, including Policy No. 400-00-02 (the City's Small Works Roster Policy). Section 3. The City's Purchasing Policy shall hereafter be amended as provided in Section 17 of Exhibit A. Section 4. The enactment of this Ordinance shall not affect any case, proceeding, appeal, or other matter currently pending in any court or in any way modify any right or liability, civil or criminal, which may be in existence on the effective date of this Ordinance. Section 5.
