PURCHASING GUIDELINES <br /> SECTION 1.0 — GENERAL <br /> 1.1 — Purpose <br /> This document establishes the City of Everett's (the "City's") policies and procedures for <br /> purchasing supplies and materials and for contracting for services. The policies and <br /> procedures detailed in this document are mandatory and City staff risk disciplinary <br /> action for unauthorized departure from these guidelines. <br /> This document does not create any enforceable rights or causes of action in third <br /> parties and does not in any way limit the City's ability to procure goods or services in <br /> accordance with State laws. <br /> 1.2 — Goals <br /> The City's contracting and purchasing goals include: <br /> • Maintaining the quality and integrity of the City's purchasing system; <br /> • Maximizing the purchasing value of City funds; <br /> • Providing a uniform Citywide purchasing system to the extent practical <br /> and feasible; and <br /> ■ Assuring fair and equitable treatment of people who deal with the City's <br /> purchasing system. <br /> 1.3 — Scope <br /> These guidelines apply to public work projects; the procurement of professional and <br /> personal services, including architectural and engineering design services; the <br /> acquisition of supplies, equipment, and materials; and the acquisition of services <br /> through competitive negotiation, including telecommunication and data processing <br /> services. <br /> These guidelines do not apply to the acquisition, sale, conveyance, license, or lease of <br /> real property. <br /> If federal or state funding, financial assistance, or grant funding is involved in the <br /> proposed acquisition and/or contract, the program management requirements should be <br /> obtained from the appropriate agency and all required grant management procedures <br /> must be followed. <br /> 1.4— Controlling Laws <br /> All purchases shall comply with the appropriate and relevant federal, state, and City <br /> regulations and policies.
