.2r°// <br /> ORDINANCE NO. 2850-05 <br /> An Ordinance Approving an Amendment to the Comprehensive <br /> Plan Map Designation from Single Family (1.3)to Hospital(2.4) <br /> In the Subject Expansion Area (Block 248),and <br /> A Rezone from R-2 (Single Family) to R-21 (Institution) <br /> including Adoption of a Master Plan for the <br /> Providence Everett Medical Center Expansion. <br /> WHEREAS,the City adopted a new Comprehensive Plan in August, 1994, in conformance with <br /> the Washington State Growth Management Act;and <br /> WHEREAS,the Growth Management Act, codified as Chapter 36.70A, allows for <br /> comprehensive plans to be amended on an annual basis;and <br /> WHEREAS,the Growth Management Act requires the City to update its Comprehensive Plan at <br /> regular intervals; and <br /> WHEREAS, Providence Everett Medical Center(PEMC) is a hospital which is located in a <br /> residential neighborhood with residential zoning and has been operating continuously in this <br /> location since 1924 and has expanded over time per the direction in the Comprehensive Plan; <br /> and <br /> WHEREAS,the City initiated its 2004 annual comprehensive plan amendment process in July, <br /> 2004, which included consideration of Land Use Map amendments and rezone applications <br /> initiated by property owners;and <br /> WHEREAS, PEMC submitted an application for an amendment to the Land Use map for a city <br /> block(Block 248)containing approximately 2 acres located east of the existing Colby campus, <br /> between 13th and 14th Streets and west of Oakes Avenue, from Single Family(1.3)to Hospital <br /> (2.4), as for the area indicated on the attached map (Exhibit"A-1"); and <br /> WHEREAS,this action also includes a change in zoning for all of the campus area, including <br /> the expansion area, (Block 248) from R-2 (Single Family Medium Density) to R-2-I <br /> (Institutional Overlay) as depicted in Exhibit"A-2;"and <br /> WHEREAS,the proposal is based on a 20 year, four phase Master Plan,with graphic depiction <br /> of each phase, submitted to the City by PEMC in support of the request as required; and <br /> Seattle-3266212.1 0054035-00002 <br />
