.2r°// ORDINANCE NO. 2850-05 An Ordinance Approving an Amendment to the Comprehensive Plan Map Designation from Single Family (1.3)to Hospital(2.4) In the Subject Expansion Area (Block 248),and A Rezone from R-2 (Single Family) to R-21 (Institution) including Adoption of a Master Plan for the Providence Everett Medical Center Expansion. WHEREAS,the City adopted a new Comprehensive Plan in August, 1994, in conformance with the Washington State Growth Management Act;and WHEREAS,the Growth Management Act, codified as Chapter 36.70A, allows for comprehensive plans to be amended on an annual basis;and WHEREAS,the Growth Management Act requires the City to update its Comprehensive Plan at regular intervals; and WHEREAS, Providence Everett Medical Center(PEMC) is a hospital which is located in a residential neighborhood with residential zoning and has been operating continuously in this location since 1924 and has expanded over time per the direction in the Comprehensive Plan; and WHEREAS,the City initiated its 2004 annual comprehensive plan amendment process in July, 2004, which included consideration of Land Use Map amendments and rezone applications initiated by property owners;and WHEREAS, PEMC submitted an application for an amendment to the Land Use map for a city block(Block 248)containing approximately 2 acres located east of the existing Colby campus, between 13th and 14th Streets and west of Oakes Avenue, from Single Family(1.3)to Hospital (2.4), as for the area indicated on the attached map (Exhibit"A-1"); and WHEREAS,this action also includes a change in zoning for all of the campus area, including the expansion area, (Block 248) from R-2 (Single Family Medium Density) to R-2-I (Institutional Overlay) as depicted in Exhibit"A-2;"and WHEREAS,the proposal is based on a 20 year, four phase Master Plan,with graphic depiction of each phase, submitted to the City by PEMC in support of the request as required; and Seattle-3266212.1 0054035-00002
