The Planning Department, Planning Commission and City Council have considered the <br /> following in determining the standards for the PEMC institutional overlay zone in this <br /> location: (a) compatibility with surrounding uses; (b)the unique characteristics of the <br /> subject property; (c) the unique characteristics of the proposed uses; (d) the arrangement <br /> of buildings and open spaces as they relate to each other within the institutional campus; <br /> (e) visual impact of the institution on the surrounding area; (f)public improvements <br /> proposed in connection with the institution; and (g) the public benefit provided by the <br /> institution. <br /> 36. Any conclusion below that may be construed as a finding is included here as such by this <br /> reference. <br /> WHEREAS, CITY COUNCIL CONCLUDES: <br /> 1. Any finding above that may be construed as a conclusion is included as such by this <br /> reference. <br /> Comprehensive Plan Conclusions <br /> 2. The Comprehensive Plan amendment is supported by, or consistent with the <br /> Comprehensive Plan. Land Use Policy 1.11.4 is the policy that most specifically applies <br /> to the consideration of hospital expansion that requires the redesignation of residentially <br /> designated property. In this regard, PEMC has identified its expansion needs, and the <br /> City has reviewed the proposed change to the residential land use designation in the <br /> context of the City's 10 year update to the Comprehensive Plan consistent with Land Use <br /> Policy 1.11.4. The Comprehensive Plan amendment is also consistent with other policies <br /> which apply more generally and which the Council reads consistently with Policy 1.11.4 <br /> that existing land use designations may be changed in the context of the Comprehensive <br /> Plan update. Specifically, Land Use consistent with Policy 1.5.1, hospital uses are <br /> limited to a residentially zoned area where such uses are already well established. <br /> Following this amendment the hospital use will be designated on the Land Use Map. <br /> Consistent with Land Use Policy 1.5.2, the Master Plan will result in intensive <br /> development, including structured parking and multi-story facilities, rather than <br /> sprawling development. Although some housing stock is dislocated and potentially <br /> eliminated this does not result from sprawling development. Land Use Policy 1.11.4 <br /> clearly anticipates that some residentially designated and developed land may need to be <br /> rezoned. The proposed amendment is, therefore, consistent with Land Use Policy 1.5.2 <br /> when read in conjunction with Policy 1.11.4. Consistent with Land Use Policy 1.5.3, the <br /> Master Plan, Design Review process and conditions of this Ordinance will require <br /> hospital expansion to be visually compatible with and minimize the parking and traffic <br /> impacts upon the residential neighborhood. Consistent with Land Use Policy 1.10.3, the <br /> City reviewed the impacts of the PEMC facilities pursuant to EMC 19.33B, the review <br /> process for institutions specified by the zoning code, SEPA, and other applicable <br /> ordinance of the City, including those pertaining to historic buildings. Consistent with <br /> Housing Policy 1.1.3, change from residential to Hospital use is consistent with the <br /> 7 <br />
