Parking Ratios <br /> The maximum parking ratio for any use shall be 4/1000 gross square feet. If the parking code calls for less parking for a <br /> specific use then that standard would apply. <br /> Improved on-street parking spaces provided by constructing diagonal or perpendicular parking adjacent to buildings proposed <br /> for reuse shall count towards the required on-site parking for that building. <br /> Recommended that a program be created to develop shared public lots which would meet the off street parking requirement <br /> and would be based on a pay a fee on a per stall basis. <br /> Design Standards and Guidelines <br /> All development within the C-2 /ES Zone is subject to the Design Standards and Guidelines adopted by city council. The <br /> multiple family design standards in the zoning code will not apply to residential development in this area. Housing is intended <br /> to use the design standards and guidelines in this document and have an industrial feel through design and materials. <br /> Any development may propose and the planning director, using the review process described in EMC Title 15, Local Project <br /> Review Procedures', may allow an applicant to deviate from the Everett Station Design Standards and Guidelines, provided <br /> the proposal satisfies the evaluation criteria of this subsection. This process differs from the variance procedure in that rather <br /> than approval being based upon unusual circumstances or a physical hardship such as steep slopes, it is based upon the quality <br /> of the proposed design. This alternative process is intended to promote well-designed development which does not strictly <br /> comply with the Design Standards and Guidelines, but which meets the criteria contained herein. In evaluating the proposal, <br /> the planning director, using the criteria below, shall determine if the alternative design provides equivalent or superior results <br /> to that which would be required by the Design Standards and Guidelines. <br /> 1. What Can Be Modified. <br /> EMC 15.16.080.A.7 states that Review Process II applications include"Design guideline approval,when proposal includes modification of <br /> development standards and design guidelines and when project is not categorically exempt under SEPA." Review process II applications require <br /> posting notice on the property, mailing notice to contiguous property owners,mailing notice to the neighborhood leader mailing list,and mailing notice <br /> to the SEPA mailing list(unless the project is categorically exempt from SEPA). <br /> 16 <br />
