enhancement to encourage economic development and improve the quality and character of <br /> Everett's neighborhoods and business districts. Objectives include: <br /> 5.3.3. To further improve Everett's image <br /> 5.3.4 To maximize existing investments in transportation and utility infrastructure of existing <br /> commercial and industrial areas. <br /> Policies include: <br /> 5.3.1 Identify and map sites appropriate for redevelopment and enhancement. <br /> 5.3.5 Link transportation infrastructure and public improvements to serve redevelopment <br /> and enhancement areas. <br /> 5.3.8 Utilize design standards and development incentives to retain Everett's historic image <br /> and encourage pedestrian-oriented activity centers. <br /> 5. The land use designations should not be applied to other properties in the vicinity of the <br /> amendments at this time, for the following reasons: <br /> The increased development intensity is most appropriate within an approximately 1/4 mile <br /> radius or an approximately 10 minute walking distance of the Everett Station. Future <br /> development abutting the area on Broadway and Hewitt is planned for more commercial- <br /> residential mixed-uses. I-5 provides a significant boundary to the east. The Planning <br /> Commission considered alternatives that included properties south of 36th Street, but did not <br /> include those areas in the Plan due to distance from Everett Station and the desire to allow <br /> businesses with outdoor storage in that area. <br /> 6. The proposed change of land use designation would not have significant impacts on the <br /> current use of other properties in the vicinity. <br /> Over time, the redevelopment of the Everett Station Area will result in more intense, higher- <br /> quality development. Pedestrian connections to the downtown and riverfront will encourage <br /> more people to move through the area, including increased usage during evenings and <br /> weekends. This could result in increased property values and incentives for redevelopment. <br /> Some existing businesses may relocate. The Plan recommends that the City of Everett work <br /> with property owners to address expansion needs, access issues during events at Everett <br /> Station and the Everett Event Center, and long term goals; and that the City actively work <br /> with property owners to market and provide incentives to encourage development within the <br /> Everett Station Area. The Plan also includes recommendations to enhance public safety in <br /> the area, such as forging a close working relationship between Everett Transit, Everett police <br /> and local business. <br /> 7. The change of land use designation would not create pressure to change the land use <br /> designation of other properties in the area. <br /> 4 <br />
