Policy 1.11.9 addresses Urban Centers, including portions of the Everett Station Area, and <br /> states, "New development and redevelopment shall be designed to be compatible with transit <br /> use, as well as encouraging pedestrian and bicycle activity." <br /> Economic Development Element. Section VII.C. addresses redevelopment and enhancement <br /> opportunities. Goal 5.3 states, "The City of Everett shall use redevelopment and <br /> enhancement to encourage economic development and improve the quality and character of <br /> Everett's neighborhoods and business districts. Objectives include: <br /> 5.3.3 To further improve Everett's image <br /> 5.3.4 To maximize existing investments in transportation and utility infrastructure of existing <br /> commercial and industrial areas. <br /> Policies include: <br /> 5.3.1 Identify and map sites appropriate for redevelopment and enhancement. <br /> 5.3.5 Link transportation infrastructure and public improvements to serve redevelopment <br /> and enhancement areas. <br /> 5.3.8 Utilize design standards and development incentives to retain Everett's historic image <br /> and encourage pedestrian-oriented activity centers. <br /> 2. The proposed amendments bear a substantial relation to public health, safety or welfare. <br /> Over time, application of the Everett Station Area regulations and design standards and <br /> guidelines will result in development that is safe, as well as transit and pedestrian-oriented. <br /> The regulations provide for increased development intensity in an area with sufficient <br /> transportation and utility infrastructure to support it, thus encouraging continued economic <br /> development in the city while helping to accommodate the 2025 projected population <br /> growth. <br /> 3. The proposed amendments promote the best long-term interests of the Everett community. <br /> The Everett Station Area regulations and design standards provides direction for changes <br /> expected to occur around the Everett Station over time. The regulations provide incentives <br /> for redevelopment by reducing parking standards, due to proximity to Everett Station. The <br /> regulations and design standards and guidelines will result in transit and pedestrian-oriented <br /> development with connections to the downtown and riverfront. The regulations and design <br /> standards for this area help to encourage economic development while maximizing existing <br /> investments in transportation and utility infrastructure. <br /> NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: <br /> SECTION 1: Section 1.030 of Ordinance No. 1671-89, as amended (EMC 19.1.030), which <br /> reads in part as follows: <br /> 3 <br />
