permanent foundation such that the lowest floor of the manufactured home is two feet above the <br /> base flood elevation and be securely anchored to an adequately anchored foundation system in <br /> accordance with the provisions of subsection A.1.b of this section. <br /> SECTION 8: That Section 30.050 of Ordinance No. 1671-89 (EMC 19.30.050) be amended to <br /> add the following new subsection B.4: <br /> 4. Recreational vehicles placed within zone A1-30, AH, AE and A as designated on the flood <br /> insurance rate map are required to either: <br /> a. Be on the site for fewer than 180 consecutive days, or <br /> b. Be fully licensed and ready for highway use, on wheels or jacking system, attached to <br /> the site only by quick disconnect type utilities and security devices, and have no <br /> permanently attached additions; or <br /> c. Meet the requirements of Subsection B.3 above and the elevation and anchoring <br /> requirements for manufactured homes. <br /> SECTION 9: That Section 30.050 of Ordinance No. 1671-89 (EMC 19.30.050) be amended to <br /> add the following new subsection C.2: <br /> 2. Prohibit encroachments, including fill, new construction, substantial improvements, and other <br /> development unless certification by a registered professional engineer is provided demonstrating <br /> through hydrologic and hydraulic analyses performed in accordance with standard engineering <br /> practice that the proposed encroachment would not result in any increase in flood levels during <br /> the occurrence of the base flood discharge. <br /> SECTION 10: That Section 30.050.C.2 of Ordinance No. 1671-89 (EMC 19.30.050.C.2) which <br /> reads as follows: <br /> 2. If subsection C.1 of this section is satisfied, all new construction and substantial <br /> improvements shall comply with all applicable flood hazard reduction provisions <br /> of this section, standards for flood hazard reduction. <br /> BE AND THE SAME IS HEREBY AMENDED TO READ AS FOLLOWS: <br /> 3. If subsections C.1 and C.2 of this section are satisfied, all new construction and <br /> substantial improvements shall comply with all applicable flood hazard reduction <br /> provisions of this section, standards for flood hazard reduction. <br /> SECTION 11: That Section 30.060.A of Ordinance No. 1671-89 (EMC 19.30.060.A) which <br /> reads as follows: <br /> The planning director shall administer and enforce this chapter. <br /> 8 <br />
