January 9, 2013 <br /> CITIZEN COMMENTS <br /> Henry Simon, Everett, thanked the city council for their support of the <br /> Everett Police Department and the great work that they are doing. <br /> Aileen Langhans, Everett, thanked the city for "vacation watch" which is <br /> provided through the Everett Police Department and administered by <br /> senior citizen volunteers. <br /> Gail Chism, Everett, spoke regarding the great response Lowell has had <br /> to their 150th Anniversary Calendars and stated that they are still <br /> available. <br /> Anne Lyman, Everett, expressed concern regarding the appearance of a <br /> conflict of interest related to Council Member Affholter's dual positions as <br /> council member and Vice President of the Economic Alliance of <br /> Snohomish County, and his relationship to Troy McClellan, President of <br /> the Economic Alliance and Everett Port Commissioner. She suggested <br /> that it calls into question the possibility of undue influence on decisions <br /> made concerning the development of the Kimberly Clark property. She <br /> asked that Council Member Affholter recuse himself from the vote. <br /> City Attorney Iles stated that the actions before council on agenda items 4 <br /> and 5 are legislative matters, not quasi-judicial matters, and as such, the <br /> council members' activities as private citizens will not disqualify them from <br /> participating. <br /> COUNCIL BRIEFING AGENDA <br /> COUNCIL BILL NO. 1301-01 <br /> FIRST READING: <br /> AN ORDINANCE authorizing the issuance of water and sewer <br /> revenue refunding bonds of the city in the principal amount of not <br /> to exceed $72,000,000 for the purpose of refunding certain <br /> outstanding revenue bonds of the city <br /> Presented by Susy Haugen, Finance <br /> 8 <br />
