2 <br /> Page I-2 Proposed FTA C 5010.1E <br /> The circular revision also incorporates provisions of the Office of Management and Budget, <br /> "Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal <br /> Awards," (referred to as the Super Circular or Uniform Guidance),2 CFR part 200. The <br /> Super Circular,2 CFR part 200, supersedes and streamlines the administrative and cost <br /> principles provisions of requirements from former OMB Circulars A-21,A-87,A-102,A- <br /> 110, and A-122, administrative requirements. The Super Circular also supersedes former <br /> OMB Circulars A-89,pertaining to the Catalog of Federal Domestic Assistance, and former <br /> OMB Circulars A-133,which addressed the Single Audit Act, and A-50,which addressed <br /> Single Audit Act follow-up. <br /> U.S.DOT regulations,"Uniform Administrative Requirements, Cost Principles, and Audit <br /> Requirements for Federal Awards,"2 CFR part 1201, supersedes and replaces the <br /> requirements of the DOT Common Rule,former 49 CFR parts 18 and 19, except that <br /> former 49 CFR parts 18 and 19 will continue to apply to Grant and Cooperative <br /> Agreements awarded before December 26,2014,as in effect on the date of such Grant <br /> or Cooperative Agreements(See information below for further clarity). <br /> The final guidance consolidates the guidance previously contained in the aforementioned <br /> regulations and circulars into a streamlined format that aims to improve both the clarity and <br /> accessibility.DOT's Common Rule, 2 CFR part 1201,incorporates the OMB guidance by <br /> reference and makes that guidance part of the DOT regulation. The OMB final guidance is <br /> located in 2 CFR,part 200. Copies of 2 CFR part 200 and the former OMB Circulars that are <br /> superseded by this guidance are available on OMB's Web site at <br /> http://www.whitehouse.gov/omb/circulars default/. <br /> 3.
