Page I-4 Proposed FTA C 5010.1E <br /> (7) Air Rights: Air rights mean the space located above the surface of the ground,lying <br /> within a project's property limits. <br /> (8) Allocation: Allocation means the process of assigning a cost, or a group of costs,to one <br /> or more cost objectives, in reasonable proportion to the benefit provided or other <br /> equitable relationship. The process may entail assigning one or more costs directly to a <br /> final cost objective or through one or more intermediate cost objectives. <br /> (9) Amendment: Amendment means the modification of a Grant or Cooperative Agreement <br /> that includes a change in scope of work and/or change in federal assistance, as approved <br /> by FTA. <br /> (10) Applicant: In this circular,the term"applicant"is used to identify an entity that is <br /> seeking, but has not yet been awarded, specific federal assistance directly from FTA in <br /> the form of a Grant or Cooperative Agreement. <br /> (11) Application:An application means a complete application submitted to FTA for an award <br /> of federal assistance to an eligible recipient in the form of money, or property in lieu of <br /> money,by the Federal Government through a Grant or Cooperative Agreement. <br /> (12) Associated Transit Improvement:An associated transit improvement(formally referred to <br /> as"Transit Enhancements")means,with respect to any project or an area to be served by <br /> a project,projects that are designed to enhance public transportation service or use and <br /> that are physically or functionally related to transit facilities.Eligible projects are: (1) <br /> historic preservation,rehabilitation,and operation of historic public transportation <br /> buildings, structures, and facilities(including historic bus and railroad facilities)intended <br /> for use in public transportation service; (2)bus shelters;(3)functional landscaping and <br /> streetscaping, including benches,trash receptacles, and street lights; (4)pedestrian access <br /> and walkways; (5)bicycle access,including bicycle storage shelters and parking facilities <br /> and the installation of equipment for transporting bicycles on public transportation <br /> vehicles; (6)signage; or(7)enhanced access for persons with disabilities to public <br /> transportation. The FAST Act prohibits grants or loans to be used to pay incremental <br /> costs of incorporating art or non-functional landscaping into facilities, including the cost <br /> of an artist on the design team. <br /> (13) Audit Finding:Audit fmding means the deficiencies that the auditor is required to report <br /> in the schedule of findings and questioned costs as required by 2 CFR § 200.516(a). <br /> (14) Auditee: Auditee means any recipient or subrecipient that expends federal assistance that <br /> must be audited as required under 2 CFR§ 200, subpart F. <br /> (15) Auditor: Auditor means a public accountant or a federal, state or local government audit <br /> organization that meets the general standards specified in Generally Accepted <br /> Government Auditing Standards (GAGAS); as required for the purpose of conducting <br /> 18 <br />
