Page I-6 Proposed FTA C 5010.1E <br /> (25) Catalog of Federal Domestic Assistance (CFDA): The Catalog of Federal Domestic <br /> Assistance is a Government-wide compendium of federal programs,projects, services, <br /> and activities that provide assistance or benefits to the American public. It contains <br /> financial and nonfinancial assistance programs administered by departments and <br /> establishments of the Federal Government. The CFDA number assigned to each program <br /> is used to report and track audit findings related to federal Grants and Cooperative <br /> Agreements. <br /> (26) Claim: Claim means,depending on the context, either: (1)A written demand or written <br /> assertion by one of the parties to a federal award seeking as a matter of right: (a) The <br /> payment of money in a sum certain,(b)The adjustment or interpretation of the terms and <br /> conditions of the federal award, or(c) Other relief arising under or relating to a federal <br /> award,or(2)A request for payment that is not in dispute when submitted. <br /> (27) Closeout: Closeout means the process by which FTA, or pass-through entity, determines <br /> that the scope of work of the federal award and all applicable administrative actions, <br /> including actions described in 2 CFR §200.343,have been met or FTA has determined <br /> the award should be terminated. <br /> (28) Cluster of Programs:A cluster of programs means a grouping of closely-related programs <br /> that share common compliance requirements.A cluster of programs must be considered <br /> as one program for determining major programs, as described in 2 CFR§ 200.518 and, <br /> with the exception of Research and Development, as described in 2 CFR § 200.501(c),to <br /> determine whether a program-specific audit may be elected. <br /> (29) Cognizant Agency for Audit: The cognizant agency for audit is the federal agency <br /> designated to carry out the responsibilities described in 2 CFR §200.513(a). The <br /> cognizant agency for audit is not necessarily the same as the cognizant agency for <br /> indirect costs.A list of cognizant agencies for audit may be found at the Federal Audit <br /> Clearinghouse(FAC) Web site. <br /> (30) Cognizant Agency for Indirect Costs: The cognizant agency for indirect costs is the <br /> federal agency responsible for reviewing,negotiating,and approving cost allocation <br /> plans, or indirect cost proposals, developed on behalf of all federal agencies.The <br /> cognizant agency for indirect costs is not necessarily the same as the cognizant agency <br /> for audit.See Appendices of 2 CFR part 200 for further information regarding assignment <br /> of cognizant agencies. <br /> (31) Computing Devices: Computing devices are machines used to acquire, store, analyze, <br /> process, and publish data and other information electronically, including accessories (or <br /> "peripherals")for printing,transmitting and receiving,or storing electronic information. <br /> (32) Concurrent Non-Project Activities:Also known as betterments, concurrent non-project <br /> activities means improvements to the transit project desired by the recipient that are not <br /> 20 <br />
